Bill is one of the two titular characters in the Bill and Bob series. He is cross-eyed due to something he did in his childhood, and seems to have an unimaginably low I.Q. He is Bob's best friend, even though Bob is constantly driven up the wall with his behaviour. He has a tendency to overuse the words "Yay!" or "Hooray!", and frequenty states the location they are in (i.e. Bill and Bob are in a carnival, Bill yells "Hooray! We're at a Carnival!"; they get on a ride and Bill yells "Yay! We're on the ride!"). He may have come from a small farming family in the past, as one of his flashbacks shows him "spreading the cornseed". He met his girlfriend, Elisha, in the 2007 Valentine's day special. He also knocked one of The Wrestler's eyeballs out in Episode 5, which caused The Wrestler to temporarily have a grudge on him. His favourite musician is Rockblob Grumppants.
